The CSO on Thursday reported that Ireland's official unemployment rate fell to 9.5% in July with the addition of 57,000 jobs in the 12 months to the second quarter of 2015. However, while employment is at a six-year high, the CSO also reported net emigration by Irish nationals continued for a sixth straight year. Meanwhile, despite strong headline exports, a small percentage of the 120,000 jobs added since the fourth quarter of 2012 were in the tradeable export sectors.

The CSO reported in its Quarterly National Household Survey that on a seasonally adjusted basis, employment in the second quarter increased by 19,000 (+1.0%) over the previous quarter. This follows on from a seasonally adjusted increase in employment of 15,200 (+0.8%) in Q1 2015, an increase of 12,100 (+0.6%) in Q4 2014, a rise of 11,600 (+0.6%) in Q3 2014 and a gain of 3,300 (+0.2%) in Q2 2014.

 

The seasonally adjusted unemployment rate decreased from 10.0% to 9.6% over the quarter, while the seasonally adjusted number of persons unemployed fell by 7,100.

Unemployment dipped by 43,300 (-17.0%) in the year to Q2 2015 bringing the total number of persons unemployed to 211,200. This is the twelfth quarter in succession where unemployment has declined on an annual basis.

The broad rate of employment is at about 18% -- the CSO's indicator of Potential  Labour Supply is at 18.3%. 110,000 part-time workers are seeking more hours while typically there are about 80,000 people in publicly funded activation schemes.

We have in the past highlighted that the surge in exports since 2000 has been a jobless one. IDA Ireland's foreign firm clients had to yet overtake 2000 year jobs numbers in 2014 while Enterprise Ireland's mainly indigenous client firms at last succeeded to do that in 2014.

In the 30 months since Dec 2012, zero jobs have been added in 'Information and communication,' a category that includes firms such as Apple, Google and Microsoft.

In the 30 months since Dec 2012 13,000 jobs have been added in 'Industry' but the numbers in Q2 2015 were 38,000 below the level in Q1 2008.

The CSO reported that net outward migration in the year to April 2015 is estimated to have fallen to 11,600, a decrease of 9,800 on the previous year’s figure of 21,400.

Emigration from Ireland in the twelve months to April 2015 is estimated to have decreased slightly to 80,900 from 81,900 in the year to April 2014, while the number of immigrants is estimated to have increased from 60,600 to 69,300 over the same period.

Net migration from May 2009 to April 2015 by Irish nationals has amounted to 147,00.

Irish nationals continue to experience net outward migration, although at a lower level than in the previous year, falling from 29,200 to 23,200, while net inward migration among non-Irish nationals grew for the third year in a row, from 7,900 to 11,600.

The CSO said that of the 80,900 people who emigrated in the year to April 2015, 35,300 (43.6%) were estimated to be Irish nationals. This represents a decrease of 5,400 (-13.3%) on the year to April 2014 when 40,700 Irish nationals emigrated.

The majority of those emigrating were either at work or a student in the period prior to departing with fewer than 1 in 7 being unemployed.

A breakdown of emigration by education attainment, shows that slightly more than half of those aged 15 and over emigrating (52.8%) had a third level degree or above.
